The government needs to ensure that the political, technical, financial capital of the nation is optimised by coordinated and synergized efforts.

Very comprehensive. Physical infra, technological solutions information & cyber warfare thrust, mostly through in house research & development. We need to start a change from a industrial era military to a military of the information era; start a new cadre of personnel – distinct outlook, selection, training & motivation. We Indians have the capability in all of these, but we have been lacking the vision, confidence, will & drive to indigenise; each one of us needs to introspect!
