MISSED – First delivery of TEJAS MK 1A was scheduled for 31 Mar 2024. HAL Postponed the delivery to Aug 2024.
Contract for 83 TEJAS MK1A aircraft (48,000Crore) was signed on 01 Feb 21, with commencement of delivery in 3 years.
The first sortie itself was flown on 28 Mar 24, followed by time-consuming process of snag rectifications and certification. HAL is still optimistic about meeting the delivery deadline of 83 aircraft.
Non availability of F414 GE engines and supply chain disruptions due to Russia-Ukraine and Israel-HAMAS wars adds to the woes. In Jun 2023, HAL signed a contract with GE for production of 99 F414 engines with 80% TOT in eleven critical areas. Delay is also likely in supply of AESA radars from Israel.
LCA project as replacement for Mig-21 aircraft is four decades old. So Far IAF has inducted 40 aircraft (20 in IOC and 20 in FOC configuration). Delivery of 6 trainer aircraft is pending.
MK1A version was not planned earlier. In 2015, it was envisaged as an interim version with 40 odd improvements over MK1, before MK2 version with structural changes could be developed. These improvements included, AESA radar, BVR capability, Aerial refuelling, better avionics, better EW suite and improved maintainability.
In Apr 24, MoD has issued a tender for 97 more Mk1A aircraft (40+83+97). This is to be followed by induction of MK2 (2028) and AMCA aircraft. HAL also has plans to boost its production capability from 1 line (8ac/year) to three lines (24ac/year).
Pakistan has already inducted JF17C Block 3 aircraft. It is also likely to inducted Chinese 5th generation aircraft.
China is already operating indigenously developed and produced 5th generation aircraft (J-20 and J-31). It is developing a 6th generation aircraft (by 2035).
IAF has always supported Atmanirbharta. However, its drawdown of fighter aircraft strength (30 odd sqns) is cause of serious concern. While supporting self-reliance the minimum deterrence value needs to be maintained, with a balance between the quantity and quality of platforms and weapons.
Keeping the threat perception in mind there is an urgent need to procure quality fighter aircraft. While case for 114 MRFA case is in the process, immediate procurement of two squadrons of Rafael is recommended (aircraft is already in operation with IAF). The further procurement plan could be reviewed depending upon the progress of indigenous projects.

The air transport fleet of any Air Force contributes to the air power attributes of speed, reach, flexibility, and responsiveness. Besides speedy induction and sustenance of forces, it is used for rescue missions. The air transport platforms are also utilised in force multiplier roles like air-to-air refuelling (AAR), Airborne Warning and Control Systems (AWACS), Intelligence, Surveillance and Reconnaissance (ISR), and Airborne Command Posts, Special Forces operations, etc. Most armed forces possess several transport aircraft for these crucial roles. Indian Air Force has numerous air transport platforms in its inventory. However, due to the ageing of the existing fleet and the increasing demands on air transport, there is an urgent need for new medium transport aircraft (MTA).
Medium transport aircraft are a category of military and civilian aircraft designed to transport cargo, troops, and equipment over medium ranges. These aircraft usually have a payload capacity of between 20 and 30 tonnes. They have large cargo holds to accommodate various cargo types, including oversized equipment, vehicles, and pallets. They also have configurable interiors to switch cargo, passenger, and medical evacuation roles. Modern navigation and communication systems ensure safe and efficient operations in diverse environments. They can take off and land on short runways (paved and unpaved) in harsh and remote locations with limited infrastructure. These aircraft are crucial in supporting military logistics, humanitarian aid, disaster response, and various commercial cargo operations due to their balance of range, payload, and versatility.
Post-independence, the IAF operated a mix of An-12, Packet Fairchild, Caribou, Dakota and Avro aircraft for Air Maintenance and Logistics support. In the early 1980s, the transport fleet was modernised with the induction of IL-76 aircraft (40 tonnes) and An-32 aircraft (4-6 tonnes). The Indian Air Force (IAF) now operates two types of fixed-wing transport aircraft: strategic heavy airlift aircraft and lesser-capacity tactical airlift aircraft. For strategic airlift purposes, the IAF operates 47-tonne capacity IL-76 and 77-tonne capacity C-17 III Globemaster aircraft. The IL-76 was procured from the Soviet Union in the 1980s, and the Globemaster was acquired from the United States in 2011. Medium lift and special operations platform includes 20-tonne capacity C-130J Hercules aircraft. For tactical airlift purposes, the IAF uses the vintage An-32 and Avro aircraft, which have been in service for over 50 years. IAF also operates IL-76-based A-50 AWACS aircraft and IL-78 aerial refueling tanker aircraft.
In the 1980s, the availability of An-12s started declining, and they were phased out in 1991-92. For over two decades, the IAF’s transport airlift capability mainly rested on heavy-lift IL-76 and light tactical airlift AN-32 aircraft. This airlift combination was inefficient, as there was no 20-ton airlift aircraft. Medium Transport Aircraft (MTA) requirement was felt as early as 2001. The Russians proposed a HAL-Ilyushin joint development project for a medium-lift aircraft, IL-214, in the 20-tonne payload category. Hindustan Aeronautics Limited (HAL) entered a joint venture with Russia’s United Aircraft Corporation-Transport Aircraft Division in 2012 to design and produce a turbofan-powered military transport aircraft in the 15-20 tonne category. The two countries even signed a pact for co-development. However, for various reasons related to the design, engine, cost and technology transfer, the project was cancelled in 2016.
At its peak, the IAF operated over 200 AN-32 and Avro combinations in the 4-7 tonne tactical airlift category. The British-origin Avro procured in the late 1960s is being replaced by 56 10-tonne capacity Airbus C-295 aircraft. The AN-32 aircraft was upgraded in 2009 and has been the workhorse of the IAF transport fleet. However, they have reached the end of their technical lifespan, and their numbers have now dwindled to a low figure. Sustaining them has become difficult due to the Russia-Ukraine war, which has disrupted the supply of spare parts and maintenance services, underscoring the urgent need for their replacement.
Due to a lack of Indigenous options, the IAF had to opt for acquisition from the international market. In December 2022, the IAF issued a Request for Information (RFI) to purchase medium transport aircraft (MTA) under the “Make in India” category. The RFI mentions the aircraft weight category of 18-30 tonnes, capable of multiple roles. It does not indicate specific numbers but seeks Rough Order of Magnitude (ROM) cost estimates for 40, 60 and 80 aircraft. Large-scale production could be followed up considering the utility in multiple roles, including civilian cargo applications and export prospects. The information sought by IAF from OEMs also includes the scope of technology transfer; possible methods to enhance indigenisation and to set up a dedicated manufacturing line, including design, integration and manufacturing processes in India; capability to undertake indigenous manufacture of systems, subsystems, components and spares; and making India a regional or global hub for manufacturing and maintenance, repair and overhaul (MRO) of the equipment. This project has significant strategic and economic implications and aligns with the government’s Make in India initiative to boost self-reliance in the defence manufacturing sector. It would reduce the dependency on original equipment manufacturers (OEMs) in the long term, especially for maintenance, repair, overhaul, and future upgrades.
The IAF would be interested in the aircraft’s capability to operate from Advanced Landing Grounds (ALGs), high-altitude airfields, and semi-prepared surfaces. It would also want the platform’s suitability for multiple roles such as air-to-air refuelling, airborne surveillance, para dropping, and special operations. Acquisition cost, technology transfer, and production in India for Indian and global markets will be major decision-influencing factors. Possible contenders could be:-
Lockheed Martin’s C-130 J-30 Super Hercules. US aerospace firm Lockheed Martin has responded by offering the latest variant, the C-130 J-30 aircraft. The aircraft claims to have exceptional short take-off and landing capabilities even in higher altitudes and unprepared runways. IAF already operates C-130 aircraft and a few aircraft components are already being produced in India by the TATA Lockheed Martin Aero structure PVT LTD. Thus, this facility could produce complete aircraft domestically under the “Make in India” It would be easier on the Air Force in terms of maintenance and avoidance of another type in the inventory. However, besides being expensive, the aircraft is a 60-year-old design at the end of its production life. Also, there is the issue of technology access and transfer.
Embraer’s KC-390 Millennium. Brazilian Embraer Defence and Security is pitching the C-390 as the market’s most modern military transport aircraft. It is a new design jet aircraft with significant operational advantages. It is a versatile aircraft with fly-by-wire controls and a glass cockpit; it can carry a 26-tonne payload and achieve speeds of up to 870 kilometres per hour. It is optimised for multiple roles with low operating costs. IAF operates Embraer AC variants for VIP travel and airborne early warning and control aircraft. Embraer has expressed keenness to produce in India. Producing a new-generation aircraft would be advantageous from a technology acquisition and Indigenous industry development perspective. However, it has many American-origin components (engines, avionics, and sensors).
Airbus’ A400M Atlas. Airbus Defence and Space is jointly executing a project with Tata Advanced Systems Limited (TASL) to equip the Air Force with 56 C-295. It is offering A400M Atlas aircraft. The aircraft payload carrying capacity is 37 tonnes, higher than the prescribed criteria in the RFI. Airbus asserts that the A400M offers superior payload, range and ability to transport heavy and outsized loads over extended distances, presenting a game-changing potential for the IAF.
Russian IL-276. The Russian company would be more than willing to accommodate India’s interests. This could be an option provided the concerns that forced India to walk out of Joint Venture development of the MTA program earlier are addressed.
Most OEMs collaborate with Indian vendors to manufacture their respective aircraft in India. TATA is already collaborating with Lockheed Martin and Airbus to manufacture the components of the C-130 and complete the assembly of the C-295 aircraft. This collaboration could be expanded further for the MTA. In February 2024, Embraer signed a memorandum of understanding with Indian defence manufacturer Mahindra Defence to manufacture C-390 Millennium aircraft locally in India. Airbus has not yet announced who it will partner with to compete for the project. However, TASL and state-run aircraft manufacturer Hindustan Aeronautics Limited (HAL) could be among the likely options. HAL has offered to design and build a 30-ton payload aircraft in collaboration with an international OEM. These joint ventures should focus on production efficiency, supply chain control, and lower costs.
The IAF has been a regular contributor to the statecraft because of the role played by its air transport fleet. The benefits of its mission capabilities have been utilised both domestically and abroad. However, a balanced inventory of air transport aircraft is essential. There is an urgent need for the induction of medium transport aircraft. Acquiring a modern and capable transport aircraft will enhance India’s airlift capabilities and bolster its defence capabilities. Besides capability enhancement, the MTA project is an excellent opportunity to create a private-public industrial ecosystem for transport aircraft manufacturing in the country. The project will have significant strategic and economic implications. Operational requirements, cost vis-à-vis budget constraints, technology acquisition, boost to make in India, and geopolitical strategic partnerships will be crucial factors in decision-making.

China’s military modernisation has been a critical focus for the Chinese government over the past few decades. This process involves significant investments in technology, equipment, training, and organisational reforms to transform the People’s Liberation Army (PLA) into a world-class military force. China has a set target of 2027, the year of its centenary, to achieve its modernisation goals, paving the way for it to become a “world-class” military power by 2049.
China’s military reorganisation is crucial to its broader modernisation efforts to transform the People’s Liberation Army (PLA) into a more efficient, capable, and flexible force. The process involved several vital reforms and structural changes, including the establishment of the Joint Staff Department, the creation of the Central Military Commission (CMC), the formation of Theatre Commands, and the reorganisation of Military Services and Branches. The reforms have implications for regional security dynamics and are closely watched by other countries.
Reorganisation. Significant military and state security apparatus reforms have been implemented under the leadership of Xi Jinping, who assumed China’s presidency on 14 March 2013. Xi’s military restructuring has been guided by the long-term strategic purpose of national rejuvenation and the need to respond to the conflicts of the 21st century. The reorganisation began in 2015 and included renaming the Second Artillery the Rocket Force, creating a Joint Logistics Force, and establishing the Strategic Support Force (SSF). All of these measures were intended towards the approach that “The CMC governs, services train and equip, and the theatres fight.”
Strategic Support Force. The China Joint Strategic Support Force (SSF) was established on December 31, 2015, as part of the broader military reforms to modernise and integrate various aspects of the People’s Liberation Army (PLA). Creating the Strategic Support Force (SSF) was a unique and innovative move that showcased China’s strategic thinking. It was designed as a cross-discipline, multi-domain warfare force, a concept that had no equivalent in any other military. The SSF was intended to consolidate space, cyber, electronic, and psychological warfare capabilities under one umbrella, making it a crucial and formidable component of China’s military strategy.
Reversion. On 19 April 2024, the People’s Liberation Army’s (PLA) Central Military Commission (CMC) announced the end of the PLA’s Strategic Support Force (SSF), the creation of a new Information Support Force (ISF), and the re-designation of The SSF’s Aerospace Systems and Network Systems departments as the Aerospace Force (ASF) and Cyberspace Force (CSF) respectively. These forces can be considered PLA equivalents to US functional combatant commands, non-geographically defined joint-force structures intended to support services and military theatres by providing critical capabilities and operations in strategic domains of warfare. These three organisations will manage offensive and defensive PLA information capabilities, including communications networks, global and space-based ISR capabilities, and offensive and defensive cyber and electronic warfare. They will operate alongside the Joint Logistics Support Force, established in 2016, and report directly to the PLA’s CMC, making the new “4+4″ military structure directly subordinate to the Central Military Commission. The CMC, headed by Xi, is the top party organ in charge of China’s military and paramilitary forces.
Possible Reasons. While the exact reasons behind this significant reshuffle remain a mystery, it’s clear that a complex interplay of factors related to military capability and political control influenced this decision. The potential reasons for this change are numerous and open to speculative interpretation, underscoring the significant impact of this event and its potential to reshape the military landscape.
CMC’s dissatisfaction with the SSF’s performance is a possible reason. The SSF had become a bloated organisation due to the integration of various departments. Even after eight years, the SSF’s elements could not be integrated and operated as separate entities.
Political considerations may also have led to the organisational change. As the information and space domains (and related capability development) intersect with areas of political sensitivity and China’s foreign affairs, a desire to gain greater control may have been the reason for the restructure. By removing the layers of bureaucracy between the CMC and the ASF, CSF and ISF, Xi gains greater oversight of the strategic force.
Speculation on motive includes the possibility of corruption at the highest levels. Xi Jinping’s anti-corruption campaign has regularly targeted commanders and generals. The disappearance from public view of the former SSF commander, General Ju Qiansheng, and the former SSF Deputy Commander, Lieutenant General Shang Hong (responsible for the former SSF Aerospace Systems Department), has led to speculation of corruption in the SSF akin to the Rocket Force.
Recent ongoing wars between Russia and Ukraine and between Israel and Hamas have demonstrated the importance of shaping the public perception of a conflict and flexibility in the release and use of resources in cyber, space, information and electronic domains. Strategic Support Force was an unnecessary layer in the command and control chain.
Information Support Force (ISF). The People’s Liberation Army’s Information Support Force (ISF) replaced the former Strategic Support Force (SSF). This restructuring is part of a broader effort to enhance the PLA’s capabilities in information warfare and streamline its command structure. The ISF has been assigned the functions of the former Information Communication Base (ICB) and elevated from a corps-grade organisation to a deputy theatre-grade organisation. The ISF and the other three arms are now one grade lower than the PLA’s five theatre commands and each of the four services. The ISF would be crucial in integrating and coordinating various information systems across the PLA, ensuring it operates efficiently in modern, informatised warfare.
Implications. The creation of the ISF underscores the importance the Chinese leadership places on information operations and cyber warfare. PLA no longer sees information warfare as a tactical or operational resource but as a strategic outcome. The restructuring reflects an ongoing adaptation to modern military needs, particularly in the cyber, space, and information security domains, which are increasingly critical in contemporary multi-domain conflicts. Xi Jinping, the CMC, and the PLA are unwavering in their pursuit of dominance in information warfare. This strategic goal will remain a key focus, regardless of the challenges and changes that may arise, even if it entails slippage in the 2027 deadline for PLA to be fully modernised.
Improved Efficiency. The ISF, along with the newly formed Cyberspace Force and Aerospace Force, will be under the direct control of the Central Military Commission (CMC). The CMC has restructured the PLA’s overall hierarchy, directly overseeing four services, five joint-force military theatres, and four joint support forces. This reorganisation, aimed at streamlining command and reducing management layers, will ensure more direct oversight and quicker decision-making, enhancing China’s military efficiency.
Indian Perspective. China’s military modernisation and evolving reorganisation present a complex array of strategic challenges and implications for India. In the future, India, like other countries, will face confronting situations and be compelled to respond. China’s focus on these warfare domains signals a shift towards newer forms of warfare, where information, cyber, and space operations could become essential elements of military strategy. The rapid growth of the PLA’s military capabilities and the belligerent attitude of China necessitates enhancing India’s military capabilities on priority. India needs to reorient and reorganise to develop a warfare capability in the strategic domains of space, cyber, electromagnetic, and information.
It is too soon to predict the effect of recent developments on the PLA’s ability to fight and win wars. Notwithstanding, the PLA’s restructuring is a significant development that will have far-reaching implications for China’s military capabilities and strategic posture. It reflects China’s growing emphasis on modernising its military and developing advanced cyber and space warfare capabilities. It reflects a clear shift in China’s military strategy and doctrine. The PLA’s new structure will enable it to operate more effectively in a rapidly changing global security environment and enhance China’s ability to project its power and influence beyond its borders. The evolutionary process may provide additional time for the affected countries to take appropriate measures to face future challenges.
