These have been suggested by many think tanks, analysts and writers. font-size: 14pt; color: #008000;\">It should contain broad guidelines about ways to deal with them.<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-family: arial, helvetica, sans-serif; font-size: 14pt; color: #000080;\">It could be very specific about certain issues while being open ended about others.<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-family: arial, helvetica, sans-serif;
